De hecho, el Fondo de Naciones Unidas para la Infancia
los cimientos del aprendizaje y desarrollo de competencias
A nivel mundial solo la mitad de niños y niñas están
matriculados en la educación preescolar y, en países de ba-
jos ingresos, ocho de cada diez no disponen de esta opor-
tunidad. Asimismo, en la mayoría de regiones, el acceso es
lento y desigual, no solo entre países, sino dentro de cada
país (Fondo de Naciones Unidas para la Infancia, 2019).
Por su parte, Ecuador ha impulsado desde el año 2012
estrategias intersectoriales enfocadas a la primera infancia
bajo el paradigma de capital humano. Es decir, implemen-
tación de programas en los primeros años para mejorar las
tasas de retorno educativo y económico (Heckman et al.,
2010; 2021; Ministerio de Educación, 2021).
Asimismo, los gobiernos de turno han volcado esfuer-

programa intercultural bilingüe Educación Infantil Fami-
liar Comunitaria EIFC2. No obstante, emergen problemá-
ticas asociadas a la cobertura, modalidades de atención y
calidad de los servicios.
En cuanto a la cobertura, los indicadores evidencian
disparidades en el acceso y permanencia educativa en po-
blaciones históricamente excluidas (indígenas, personas
con discapacidad, población rural, mujeres, entre otros3), lo
que a la postre se traduce en reveses educativos (abandono
y rezago escolar) y brechas de aprendizaje difíciles de ni-
velar a lo largo de la trayectoria escolar.
Ecuador presentó al 2017 el 54,3% de tasa bruta de
matrícula en el nivel preescolar (Ministerio de Educación,
Caribe y, 88% en países desarrollados (Fondo de Naciones
Unidas para la Infancia, 2019).
Otra data nacional relevante indica que al 2016, solo el
23% de niños y niñas de 0-5 años asistieron a “servicios

Un análisis crítico sobre las políticas educativas en pri-
mera infancia podría develar elementos clave para su abor-

que a restringir, las oportunidades de que tanto los alumnos
como otras personas sean agentes sociales, políticos y eco-

lítica de educación inicial en Ecuador desde la pedagogía
crítica. Para ello se analizan tres categorías, a saber: la polí-
tica educativa desde el desarrollo integral infantil, el agen-
ciamiento de niños y niñas en el nivel educativo inicial, y
las implicaciones del educador en los procesos de aprendi-
zaje con este grupo poblacional.
El documento se organiza de la siguiente manera: la
primera sección introduce la problemática de la investiga-
ción; la segunda sección aborda el marco teórico, el cual
es acompañado por una revisión de literatura en educación
inicial; la tercera sección describe el enfoque metodológico
utilizado; la quinta sección exhibe los principales resulta-
