Offset agreements, a mechanism for the development of the Defense Industry in the aeronautical and space field in Ecuador

Abstract
This study performs an analysis of offset contracting procedures, which through offset agreements, would allow the development of the Defense Industry in the aeronautical and space field in Ecuador, taking as a reference procedures established in Brazil from the political level, which have allowed to exploit this contracting tool for the technological development in the aeronautical and space field; An analysis has been made of the F-X2 project related to the purchase of the Gripen NG fighter aircraft, which has shown significant results in terms of promoting the Defense Industry, including both public and private Brazilian companies. Likewise, an organizational model has been proposed that integrates the triple helix model (Government, Academy, Industry), allowing the management of the processes of R+D+i+P (Research, Development, innovation and Production) of the defense with emphasis in the aeronautical and space field, allowing to strengthen the capacities of the State to exploit the control of the aerospace space for the defense and achievement of the national interests.
