The digital Ethos in the Ethical Regulation of Artificial Intelligence in Public Management

Abstract
Artificial intelligence is a critical technology for the transformation of public management in Latin America and has sparked debates about the urgent need for ethical frameworks. This research focuses on the use of ethical principles in the governance of artificial intelligence (AI) as part of public administration and, also, on the contribution of Ethos Digital in such regulatory processes. A qualitative approach has been adopted, which involves carrying out a systematic review of the literature based on the PRISMA protocol. An exhaustive compilation and analysis of studies published during the period 2020‐2025 was carried out to identify regulatory patterns and trends in the region. Among the most notable findings, it was evident that the regulation of artificial intelligence in Latin America has a heterogeneous and fragmented development, which is socio-culturally conditioned and characterized by the overwhelming need to reconcile conformity with international standards to local particularities. During the discussion, divergences became evident regarding technological autonomy, democratic control and the suitability of a digital governance model adapted to the contexts. The Digital Ethos has made remarkable strides in developing regulations that promote fairness, transparency, and accountability, which has greatly contributed to the advancement of ethical AI for the benefit of society.
