TERRORISMO, CONTRATERRORISMO Y CONTRAINTELIGENCIA. UNA APROXIMACIÓN CONCEPTUAL Y ESTRATÉGICA

Resumen
El fenómeno terrorista constituye uno de los problemas de mayor complejidad y discrepancias en el mundo actual y lo seguirá siendo en el futuro inmediato. La atención que los Estados y las instituciones asignan a la lucha contra el terrorismo es importante, en algunos casos prioritaria y, sin embargo, este flagelo no ha sido derrotado y lo que es peor, continúa extendiéndose y diversificándose. Ante esto, es posible cambiar la perspectiva de análisis y, por lo tanto, la manera de enfrentar al terrorismo; por ello es imperativo comprender su naturaleza, historia, base conceptual e incluso su propia psicología para, sobre esta base, desarrollar y fortalecer las capacidades de inteligencia, en especial de contrainteligencia. La alerta temprana y las actividades preventivas que permita enfrentar a los grupos terroristas antes de que estos actúen, otorgarán a los Estados la anticipación estratégica indispensable para la protección de las personas, las sociedades e instituciones. Este enfoque debe ser entendido como una alternativa valedera para disminuir la espiral de violencia y actuar sobre el problema, con el menor costo posible para las sociedades.
